This is called Merry Marvo and his Magic Cigar from the Dandy issue No.320 June 8th 1946

Yep, so many gems on ebay. You can pick up a 50's beano/dandy for 10 to 20 pounds! And it's worth noting there is less demand for old dandy's so they tend to be alot cheaaper than the beano's!

It's Merry Marvo, not Mario. If you hadn't cropped the title out I would've been able to tell you that without Phoenix pointing it out on Comics UK.
